Issue of Pipeline Eminent Domain.Opinion as Expert Witness

White Point Ranch, Corpus Christi, Texas. Evaluated the cost of removal of 5570’ of 20”  crude oil pipeline previously bored under man-made lakes, canal and various pipe corridors. Judgement required pipe and bore casing to be removed. We used a method based on a reversed method of Reconstruction Cost New in addressing this deconstruction issue. Developed a Dismantling, Decommissioning and Deconstruction report for 178 mile South Dakota Instrastate Pipeline for company internal purposes. Basically this was an appraisal and valuation type report of the SDIP which transported gas from the Northern Border PIpeline to the Montana Dakota Utilities (MDU) throughout Central South Dakota. Developed a valuation report of approximately 900,000’ of 30” and 36” surplu9s natural gas line pipe in two locations in the interior of Peru. Pipe had been stored under protected circumstances for four years.  Used extensive marketing research methods to establish current market value in report to customer (Transportes de Gas de Peru).

Howell has forty-five years experience in many sectors of the petroleum industry from drilling contractor and oil and gas operator to pipe and supply distribution throughout the world. He has published Tradex Equipment magazine, the Whole World Oil Directory, and the Texas Oil Register.

For the past twenty years, Howell has been almost exclusively engaged in pipeline sales and acquisition, appraisal, removal for salvage, environmental remediation and general pipeline operations.

Howell currently serves on board of the Pipeline Appraisal Institute and is a member of the International Right of Way Association. Howell is a graduate of Texas A&M University – Kingsville and a native of Alice, Texas. He is currently residing in Houston and is the managing partner of Pipeline Equities.
